Simulating water markets with transaction costs

چکیده
This paper presents an optimization model to simulate short-term pair-wise spot-market trading of surface water abstraction licenses (water rights). The approach uses a node-arc multicommodity formulation that tracks individual supplier-receiver transactions in a water resource network. This enables accounting for transaction costs between individual buyer-seller pairs and abstractor-specific rules and behaviors using constraints. Trades are driven by economic demand curves that represent each abstractor's time-varying water demand. The purpose of the proposed model is to assess potential hydrologic and economic outcomes of water markets and aid policy makers in designing water market regulations. The model is applied to the Great Ouse River basin in Eastern England. The model assesses the potential weekly water trades and abstractions that could occur in a normal and a dry year. Four sectors (public water supply, energy, agriculture, and industrial) are included in the 94 active licensed water diversions. Each license's unique environmental restrictions are represented and weekly economic water demand curves are estimated. Rules encoded as constraints represent current water management realities and plausible stakeholder-informed water market behaviors. Results show buyers favor sellers who can supply large volumes to minimize transactions. The energy plant cooling and agricultural licenses, often restricted from obtaining water at times when it generates benefits, benefit most from trades. Assumptions and model limitations are discussed. Optimizing Trading Assignments in Water Right Markets
Over the past two decades, water markets have been successfully fielded in countries such as Australia, the United states, Chile, China, etc. Water users, mainly irrigators, have benefited immensely from water markets. However, the current water market design also faces certain serious barriers. It has been pointed out that transaction costs, which exists in most markets, induce great welfare l...
متن کاملA framework for estimating the transaction costs of alternative mechanisms for water exchange and allocation
[1] Alternative mechanisms for water transfers will differ in the types of transaction costs incurred as well as their magnitudes and incidence. This article presents a framework for including transaction costs as well as transfer costs in the evaluation of alternative mechanisms. The work on measurement of transaction costs associated with water markets has underestimated these costs by only f...
متن کاملA note on transaction costs and the existence of derivatives markets
This note connects the idea of arbitrage pricing under transaction costs to the existence and structure of derivatives markets. It illustrates the “paradox” of pure arbitrage pricing via replicating portfolios and the existence of markets for redundant securities in a general multi-period model as in Duffie (1996). A general result under homogeneous transaction costs regarding the choice betwee...

متن کاملRationing Agricultural Credit in Developing Countries: The Role and Determinants of Transaction Costs for Borrowers
Transaction costs in financial intermediation are a measure of the 'friction' existing in the functioning of financial markets. The higher the costs of intermediation, the less efficient the performance of the financial sector in resource allocation and distribution. Transaction costs frequently increase as a result of regulations imposed on financial markets, such as interest-rate restrictions...
